pressing dilemma in the field of operational and investigative activities. This dilemma arises from an unresolved conflict between the objectives of intelligence and search operations conducted by authorized government agencies and the ethical considerations associated with the use of covert methods. The central theme of this study is the need to strike a balance that defines the permissible limits of covert techniques to ensure that human rights and principles of social justice are not
