POLICY<\/strong><\/p>\n<p><em><strong>Annotation.<\/strong><\/em><em>\u00a0<\/em><em>This article examines public investment policy as a complex economic policy institu<\/em><em>tion, combining normative, legal, organizational, and financial mechanisms for regulating investment activity. The principles of formation and implementation of public investment policy, as well as its instruments, are revealed. The authors examine public <\/em><em>investment policy from an institutional perspective, defining its institutional nature and the instruments that underlie it. The article explores the challenges of developing public investment policy in Russia and proposes ways to improve its effectiveness<\/em><em>.<\/em><\/p>\n<p><em><strong>Key
