The aim is to examine the origins of those realities that have a significant impact on the livelihoods of modern peoples and states on the part of government agencies. The author analyzes various parameters of control as one of the manifestatio<\/em><em>ns of power. The conclusion is the paradoxical position of power, which, on the one hand, grants a variety of social rights, and on the other, takes away real power from social institutions and individuals who
