The author proposes to reformulate the principle of prohibiting the conditionality of rights by th<\/em><em>e place of registration in the law on freedom of movement, as well as to supplement the legislation of social security, indicating that the basis for granting measures is the existence of status, and the conditions for their provision are determined by
